THE DAY HAS FULLY COME...WHAT DOES THAT MEAN?

"When the Day of Pentecost had fully come ... Suddenly a sound as of a mighty rushing wind came from heaven and filled the whole house where they were sitting.  They saw what appeared as tongues of fire that separated and came to rest on each of them and they were all filled with the Holy Spirit and spoke with other tongues."  ~ Acts 2:2-3

So what does that mean?  What does it mean when a day is "fully come?"   What does it mean to be "filled" with the Holy Spirit?  Is this the first time tongues manifested on the Earth?
